A control with no owner is a control nobody performs. Ownership and the next date due are fields, and what is overdue is a query rather than a recollection.
Retention and legal hold applied by policy
Retention runs from a policy attached to the record class, and a legal hold suspends it. Neither depends on somebody remembering an obligation at the moment of deletion.
Reveals are audited, and redaction is the default
Sensitive content is held behind a redacted view and every reveal is recorded with who asked and when, so access to it is itself part of the record.
